Your Mission
As Senior Marketing Manager, you'll lead our campaign to attract exceptional digital and data professionals to DVSA. You'll showcase how joining our digital teams means:

Job description
The post holder will be responsible for the day-to-day planning and delivery of campaigns. They will need to provide expert marketing advice and project manage a budget to deliver advertising, partnership marketing and PR activity. The post holder will need to work closely with creative and media planning agencies, our internal specialist communication team and colleagues in the People directorate and forge strong relationships with important stakeholders, policy officials and Ministers’ offices.
Responsibilities include but are not limited to:
· Planning and implementing the marketing and campaign strategy including working with colleagues to develop an integrated media presence, in line with agreed timelines and outcomes.
· Commissioning, reviewing and analysing research and policy to extract and identify relevant insights to shape campaign activity. Exploring innovative opportunities to explore new online/offline channels.
· Overseeing campaign planning and implementation across above and below the line channels including broadcast (e.g., radio, video on demand), PR, digital and social media platforms, and brand and media partnerships.
· Managing and contributing to the delivery of external communications campaigns and plans, working collaboratively with strategic communication managers and subject matter experts, ensuring an integrated approach.
· Making decisions about the most appropriate channels, using digital and other technologies to full potential, such as blogs, e-newsletters, email alerts, infographics, photography, filming and social media.
· Developing, creating and implementing proactive online and e-marketing initiatives and content, including national and trade media articles, direct emails, blog posts and social media posts to promote the campaign.

Person specification
To thrive in this role, you have demonstrable experience of managing successful digital and media marketing campaigns. You have experience of developing and delivering significant behaviour change campaigns with clear communications objectives, based on audience insight and data. You can demonstrate experience of evaluating communications campaigns against agreed key performance indicators. You have experience of using a range of marketing tools and platforms and working with external marketing providers or agencies.
You have a solid and practical understanding of how print, broadcast, and digital media work, including the media cycle, circulation, and deadlines. You have a practical understanding of emerging digital services, tools, tactics and trends, including techniques for optimising digital content.
You have strong interpersonal, negotiation and persuasion skills, including the ability to build alliances to make a case. You have excellent project management skills, with the ability to work under pressure to meet tight deadlines and prioritise workloads. You have a flexible and agile approach and are able to adapt to changing circumstances and problem solve when necessary.
Additional Information
This role can be based in Birmingham, Bristol, Leeds, Newcastle, Nottingham or Swansea, your presence at one of these locations will form part of the working arrangements agreed with you. This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, to carry out separate duties at alternative working locations or DVSA sites. There may be occasions where you are required to attend above the minimum expectation.

There will be a requirement with this role to travel to Bristol, Nottingham and other locations, including some overnight stays on occasions.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement, for the successful candidate to be able to work at least 30 hours per week.
This post is offered on a Fixed Term Appointment (FTA) basis to complete a finite piece of work.
For permanent Civil Servants, this role is only available on loan, so you must have your home departments approval to return to them at the end of the loan before you apply. There is no opportunity for a permanent Civil Servant to take on this role as a fixed term appointment. OGD applicants will be appointed on an inward loan and subject to the terms of the agreed inward loan. Internal candidates will return to their previous post at the end of the loan period, which will need to be agreed with your line manager in advance.

Qualifications
Applicants are required to hold a professional qualification in communications - for example, CIM, CIPR, degree in a communications discipline.
